  A person can be formally identified as a victim of human trafficking by the decision of pre-trial investigation officer or prosecutor, or by the order of the court

  Available assistance

  Victims and presumed victims of trafficking do not need to be formally identified as victims of trafficking to receive assistance. Also, assistance is provided irrespective of whether the victims co-operate with law enforcement authorities or not. However, unconditional assistance is only provided to Lithuanian nationals and those with a right of residence in the country.

  State funded specialized NGOs provide assistance based on individual needs of victims and presumed victims of trafficking:

  • Counselling;
  • Assistance in liaising with state and local government authorities;
  • Psychological assistance;
  • Legal assistance;
  • Urgent medical assistance;
  • Safe accommodation;
  • Social services (information, consultations, intermediation and representation, catering, clothes, transportation, socio-cultural and hygienic services);
  • Labour market integration.

  In addition, victims who cooperate with law enforcement are entitled to receive assistance related to pre-trial investigation (accompanying to and support during interviews, transportation to interviews, legal aid etc.).

    Return process of Lithuanian citizen to Lithuania

    Lithuanian citizens who are identified as victims of human trafficking abroad can be assisted by the diplomatic or consular mission of the Republic of Lithuania in a destination country in cooperation with specialised NGO and the police, if necessary.

    A written document should be issued with the following information: personal data, brief description of the case, including provided assistance, health status and needs, conclusion of risk assessment, information on initiated investigation, contacts of the victim, responsible law enforcement officer (if this case is known by law enforcement) and contact details of the responsible NGO representative.

    Return process of EU citizen to the country of origin

    EU citizens who are identified as victims of human trafficking in Lithuania can be assisted by specialised NGO in cooperation with diplomatic and consular mission of respective country and the police, if necessary.

  • Return process of third country national to the country of origin

    Return process of third country national to the country of origin

    Third country nationals who are identified as victims of human trafficking in Lithuania can be assisted by specialised NGO or IOM Vilnius Office in cooperation with diplomatic and consular mission of respective country and the police, if necessary.

    IOM Vilnius office provides following voluntary return assistance to third country nationals:

    • Consultations on all issues related to the return;
    • Interpretation of consultations;
    • Legal consultations;
    • Assistance in obtaining travel documents necessary for the return;
    • Travel arrangements, routing, ticketing, payment for excess baggage;
    • Temporary accommodation before departure, and food rations;
    • Transit assistance during the travel;
    • Meeting in the country of origin upon return;
    • A pocket allowance prior to departure;
    • Additional assistance to vulnerable persons depending on individual needs (consultations with doctor or psychologist, medical or humanitarian escort to the country of origin);
    • Reintegration assistance is provided in kind other than cash (by paying for the necessary goods and/or services directly to suppliers) and is aimed at income generating activities.
  • Long-term assistance to a victim

    Long-term assistance to a victim

    Foreign victims of human trafficking are entitled to receive the same long -term assistance as citizens of the Republic of Lithuania within the limits of available funds. Assistance is organised and coordinated by specialised NGOs in cooperation with the administration and social service of the municipality where the foreigner is registered. Based on the Law on Social Services, municipalities are responsible for providing and financing social services and assistance for residents of the municipality. However, municipalities are not eligible specifically to seek any reimbursement/extra funding for assisting officially identified victims of trafficking who are residents in the municipality.
